Bharat Heavy Electricals Limited (BHEL) is one of the most prestigious Maharatna Companies of India. Bhopal's Heavy Electricals Plant manufactures equipment such as Turbines, Transformers and Switchgears among others for a Power Plant.
Located at BHEL Barkheda Township, Officers' Club offers many recreational facilities such as Sports (Lawn Tennis, Table-Tennis, Badminton, Billiards, Squash etc.), Gym, Library (Books/ Periodicals/ Magazines/ CDs), Canteen, Open air theatre, Chess, Bridge, Children's Park and a Swimming Pool.
The Members meet regularly for social festivities. We look forward to providing our members and their families a quality time loaded with fun and frolic. Some of our annual events include Diwali function, Children's Day Function, New Year Eve, Sports Tournaments, Annual Carnival and many more.

ARTICLE- I NAME
The name of the Club shall be "BHEL OFFICERS' CLUB" hereinafter referred to as Club
ARTICLE- II OBJECTIVE
The objective of the Club shall be
(a) To promote healthy corporate social life amongst the members and their families, and
(b) To develop social, welfare, cultural and sports activities
ARTICLE- III PATRON-IN-CHIEF
The Chairman and Managing Director of the Bharat Heavy Electricals Limited will be Patron-in-Chief and Honorary Life Member of the Club.
ARTICLE-III (A) PATRON
The Chief Resident Executive of Bharat Heavy Electricals Limited, hereinafter referred to as BHEL, at Bhopal shall be the Patron of the Club
1.0 REGULAR MEMBERS
(i) All BHEL Employees in the executive cadre (including on probation, training or designate officers) stationed at Bhopal shall be eligible for Membership
(ii) In the event of death of a regular member his widow whether or not employed in BHEL, Bhopal, will be allowed alongwith her dependent children to avail of the Club facilities. In such cases no monthly subscription will be charged and she will not have any right to vote or participate in the general meetings of the Club.
(iii) A regular member who is transferred from Bhopal but keeps his/her family in BHEL Township at Bhopal, such member and his/her entitled family members can continue to avail the Club facilities as long as he/she is keeping his/her family at Bhopal and provided that he/she continues to pay the subscription at the prescribed rates
(iv) A regular member who is transferred to other units of BHEL is retransferred to Bhopal Unit shall be admitted to Club as a regular member
1.1 DEPENDANT (REGULAR MEMBERS)
Relations of the serving BHEL executive whose names appear as dependent of the executive in valid proof shall only be eligible to become dependent members of the Club.
2.0 RETIRED REGULAR MEMBERS
All BHEL executives retired from the BHEL Corporation and stationed at Bhopal shall be eligible for Membership as Retired Regular Members Such interested individuals shall have to re-register for this category after retirement
2.1 DEPENDANT (RETIRED REGULAR MEMBERS)
Relations of the retired BHEL executive who are actually residing with the member & are actually dependent on him / her shall only be eligible to become dependent members of the club. A declaration to this effect shall have to be given by the member.
3.0 DEPENDANT (SPECIAL MEMBERS)
Relations of Special Member who are actually residing with the Special member and are dependent on him / her may be allowed as dependent member on request of Special Member A declaration to this effect will have to be given by the member
4.0 EXTRA-ORDINARY MEMBERS
In exceptional cases at the discretion of the Patron or President of the club any distinguished individual may be admitted as Extra-ordinary Member
4.1 DEPENDANT (EXTRA-ORDINARY MEMBERS)
Relations of Extra-ordinary Member who are actually residing with the Extra-ordinary member and are dependent on him / her may be allowed as dependent member on request of Extra-ordinary Member. A declaration to this effect will have to be given by the member.
5.0 LIFE MEMBERS
Any member pertaining to categories at 1.0, 2.0, 3.0 & 4..0 above may opt for becoming Life Members However the discretion to award such membership shall be with the Patron or President.
5.1 DEPENDANT (LIFE MEMBERS)
Relations of Life Member who are actually residing with the member and are dependent on him / her may be allowed as dependent member on request of the member.
6.0 HONORARY MEMBERS
At the discretion of the Managing Committee close / blood relations of the Regular member, who are residing with the member and are within the age group of 10 to 25 years may be awarded Associate Membership for a period as decided by the Managing Committee.
ARTICLE V- GUESTS
A. MEMBER S GUESTS
Guests accompanied by the member will only be eligible to avail club facility on cash payment of charges for the usage of the particular facility of the club at the rates prescribed by the Managing Committee from time to time. Due to limited capacity of the Club guests will not normally be entertained as a regular feature.
Other employees of BHEL Bhopal are not eligible to come to Club as guests
The decision of President/Managing Committee will be final in this regard.
Dependant members are not eligible to bring guests.
B. OTHER GUESTS
(a) Persons being treated by BHEL Bhopal as official guests may avail club facilities as Special Guests.
(b) Members of officers Club of the other BHEL Units will be entitled to use club facilities, on reciprocal basis whenever on casual visit to Bhopal.
(c) No subscription/Fee etc will be charged in all such cases.
ARTICLE VI SUBSCRIPTION
(i) The amount of entry fee and subscription rates applicable for the all category of members as classified under Article IV can be reviewed from time to time by the Club Managing Committee and proposed for approval by the General Meeting.
(ii) The word dependent referred to above or hereinafter shall mean relations of the member of age above 10 years.
(iii) The subscription rates for members under Article IV (1.0, 2.0, 3.0, 4.0, 5.0 & 6.0) includes subscription of the spouse.
(iv) All members belonging to the category of membership under Article IV (2.0, 2.1, 3.0, 3.1, 4.0, 4.1, & 5.1) will have to by pay the subscription amount in full and in advance at the beginning of the financial term of the club in the event of joining the club in between the financial term subscription for the complete term will have to be paid.
(v) All members belonging to the category of membership under Article IV (2.0, 2.1, 3.01, 3.1, 4.0, 4.1 & 5.1) will have to pay Security Deposit equivalent to one year subscription (for member as well as dependants) alongwith entry fee. This money will be refunded at the time of exit of the member subject to adjustment of dues if any.
(vi) All members belonging to category of membership under Article IV (7.0) will have to pay the subscription amount in full and in advance for the full one year term even if they join the club in between.
(vii) The entry fee is non-refundable / non-adjustable in the event of resigning / termination from the membership of the club or re-joining after a break.
(viii) The above subscription rates covers only the use of the club premises and the normal amenities provided. Extra charges shall be levied from all categories of members unless otherwise specified above for extra amenities like games etc as per the charges fixed by the managing committee from time to time.
(ix) The subscription rates as fixed from time to time shall be applicable from the beginning of the financial term of the club even if the same are revised in between the financial term.
ARTICLE VII RIGHTS OF MEMBERS
(i) The membership shall entitle the member his or her spouse and dependent as classified under Article IV (subject to payment of subscription as laid down under Article VI above & holding a valid membership card of the Club) for the use of the Club
(ii) The membership of the Regular member ceases on the date of his/her superannuation or relieving after resignation for BHEL and that of other members will cease on resignation / termination. In such case, it is mandatory on the part of the member that he/she deposits all the membership cards issued by the club to him/her with the club office so as to avoid misuse of the same failing which the dues will not be cleared.
(iii) In case of loss of the valid membership card of the club by the member, he / she should give immediate notice to the club office in writing and should apply for issue of a DUPLICATE CARD which may be issued on payment of the charge as fixed by the managing committee from time to time for each such card.
ARTICLE VIII CLUB DUES
(i) Regular members shall authorise collecting of the Club subscription, special subscription and any other dues from their salary bills through Accounts Department of BHEL Bhopal.
(ii) The Managing Committee shall have the right to recover any other dues which fall due towards Regular Member in case of any default from their salary alongwith their monthly subscription but with prior notice to the member. For other members it will be recovered from their security deposit.
(iii) Other members shall pay subscription ( when falls due ) and any other dues in cash or through bank draft or cheques payable to BHEL Officers' Club, Bhopal. However, in case, any time, the cheque issued by the member is not cleared for payment by the bank, all future payments from such members will be accepted in cash / draft only.
(iv) The Managing Committee shall have the right to remove from the roll, members whose club dues are in arrears for more than two months. Defaulting members, whose names have been removed by the Managing Committee may be considered for re-admission as NEW MEMBER.
ARTICLE IX NUMBER OF MEMBERS
The limit of the total number of members shall be reviewed by the Managing Committee from time to time. This number shall then be got fixed with the approval from the President / Patron. However, President/Patron will have a right to increase the number by enrolling members out of turn from the waiting list or otherwise for some special reason.
The restriction in number placed above will not apply in case of those officers who come to Bhopal on transfer or otherwise and who are already members of such club in other units of BHEL.
ARTICLE X GENERAL MEETINGS
(a) The Annual General Meeting of the Members shall be held within 30 days after 31st March each year to pass the accounts for the year ending 31st March and elect the members of the Managing Committee.
(b) A notice of at least 14 days shall be given for each meeting. Both official (put up by Managing Committee) & private (put up by member having voting right) resolutions (other than those pertaining to constitution amendments) proposed to be considered in General meeting should be circulated at least 10 days before the proposed date of general meeting.
(c) Any member having voting right, propose to put up a resolution for consideration in General meeting, shall give his/her resolution in writing to Club office within 7 days of notice for proposed general meeting.
(d) The President may however permit a resolution not meeting conditions mentioned at (b) & (c) above for consideration in general meeting as exceptional case.
(e) The quorum for a meeting shall be 1/10th of the total number of Regular / Serving Life members, subject to a minimum of 50 members. In case the meetings is to be adjourned for want of quorum, the Presidents may recall the meeting after 10 minutes and for such re-called meeting there shall be no limit of a quorum.
(f) Only Regular / Serving Life members present in General Meeting shall have the right to vote. Their spouses or dependent members shall not have the right to vote or attend the General Meetings.
(g) In the event of a tie in voting, the decision would be taken after taking into account casting vote by the President.
ARTICLE XI EXTRA-ORDINARY GENERAL MEETINGS
(a) An Extra-ordinary General Meeting may be called if considered necessary by the Managing Committee at any time giving a notice of atleast 14 days.
(b) An Extra-ordinary General Meeting shall be called by the General Secretary within 4 weeks of the receipt of requests in writing from atleast 100 Regular / Life members.
(c) The procedure as applicable for General meeting shall however be applicable for Extra-ordinary General meeting also.
ARTICLE XII ELECTIONS
(i) The Patron/President/Managing Committee will be entitled to appoint Officer/s for conducting General Elections whose decision will be binding in all matters. The returning Officer(s) will have the power to frame rules/guidelines etc. for conducting the elections. In case of appeal for change in guidelines etc. for conducting the election the decision of Patron/President will be final.
(ii) Except the President, who will be nominated by the Patron all other members of the Managing Committee, which will consist of the following shall be elected every year.

2. General Secretary
3. Joint Secretary
5. Badminton Secretary & TT Secretary
6. Billiards Secretary
7. Bridge, Carrom & Chess Secretary
8. Canteen Secretary
9. Cultural Secretary
10. Film Secretary
11. Library Secretary
12. Swimming Secretary
13. Squash Racket Secretary
14. Tennis Secretary
15. Health & Skating Rink Secretary
(iii) Only those Regular / serving Life members who have a continuous two years membership of the Club will be eligible for contesting in the election for the Managing Committee.
(iv) Any regular / serving Life member can contest for the post of member of the Managing Committee for not more than two years consequtively.
ARTICLE XIII MANAGING COMMITTEE
(a) The term of the Managing Committee shall be ONE financial year of the Club i.e. from 1st April of the current year to 31st March of the next year.
(b) All the Managing Committee members shall be honorary office bearers.
(c) The Managing Committee may co-opt upto five ladies & one member of the previous committee preferably General Secretary in the committee to assist them.
(d) The Managing Committee shall be collectively responsible for the general administration of the Club and shall be empowered to sanction expenditure therewith.
(e) The Managing Committee shall meet as often as considered necessary by the President. Vice President and General Secretary, but atleast once in three months.
(f) All the members of the Managing Committee should endeavor to attend all the Managing Committee meetings whenever called.
(g) The Managing Committee may appoint sub-committees consisting of members and to which it may entrust such duties as it may deem fit.
(h) In the event of a Managing Committee Member terminating his membership, the Managing Committee may co-opt any other member to fill the casual vacancy till the next General Election.
(i) The Managing Committee shall be empowered to frame such rules as may be considered necessary for the normal functioning of the Club.
(k) The Managing Committee after its term is over and till the date it hands over charge to the next committee will perform as adhoc committee.
ARTICLE XIV DUTIES OF OFFICE BEARERS
(a) The President shall keep the Patron advised about the functioning of the Club.
(b) The President shall endeavor to preside at all General Meetings, Extra-ordinary General Meetings and at the meetings of the Club managing committee and shall keep himself informed of the activities of the Club.
(c) The President shall exercise his casting vote only in the event of tie voting.
(d) The Vice-President shall discharge the duties of the President in the later s absence.
(e) The General Secretary shall
(i) preside over all General Meetings and Managing Committee meetings if both President and Vice-President are absent.
(ii) be responsible for the routine administration of the affairs of the Club.
(iii) convene General Meetings, Extra-Ordinary General Meetings and meetings of the Managing Committee with the approval of the President and maintain a record of the proceedings of the meetings.
(iv) shall keep President and Vice-president informed of the activities of the club.
(v) ensure maintenance of up-to-date records of the Club.
(vi) be responsible for the safe custody and maintenance of all the properties of the Club.
(vii) be generally responsible for enforcement of the rules of the Club.
(viii) discharge the duties of the Treasurer in his absence.
(f) The Treasurer shall be responsible of
(i) for maintaining the accounts of the Club.
(ii) for completion of accounts, arranging for their audit within the prescribed period.
(iii) for displaying a copy of the Audited Balance sheet on the club notice board. Fourteen days in advance of the Annual General Meeting.
(g) The Joint Secretary shall assist the General Secretary in day to day activities of the club and shall discharge the duties of the General Secretary in the later s absence except item e(i) above.
(h) Members of the Managing Committee shall be responsible for the proper discharge of the duties pertaining to their respective areas of activities and shall report on the work done by them at the meetings of the Managing Committee.
(i) The Members of the Managing Committee shall assist General Secretary in enforcement of the rules of the Club and in normal conduct of the day to day affairs including the respective field for which they are elected.
ARTICLE XV ACCOUNTS AND AUDIT
The Managing Committee shall cause true accounts to be kept of all sums of money received and expended by the Club and of the assets, credit, liabilities of the Club. The accounting year of the Club shall begin on 1st April every year. Auditor shall be appointed by the Club every year. Auditor with remuneration or otherwise shall be appointed by the Club by the ordinary General Meeting of the current year. If any casual vacancy occurs in the office of the auditor, the Managing Committee shall forthwith fill it. Such appointment will be subject to confirmation at the next General Meeting.
ARTICLE XVI INVESTMENTS AND OPERATION OF BANK ACCOUNTS
Managing Committee is authorised to invest the funds of the Club in a fixed deposit(s) with any scheduled bank/and/or Central Government schemes and/or Units of Unit Trust of India/or National Savings Certificate.
President and Treasurer, Vice-President / General Secretary are authorised to execute all documents in connection with opening, operating or closing bank accounts and for purchase and/or sale of the investments referred herein above.
Following are further authorised to execute all documents in connection with the opening/operating/closing of the Club s Bank Account(s).
Treasurer and any two of the following in the order mentioned below
(i) General Secretary
(ii) Vice President
(iii) Joint Secretary
ARTICLE XVII CHANGES IN THE CONSTITUTION
(i) The proposals for amendment to the constitution which have been cleared by the Club Managing Committee shall be taken up for approval by the General Meeting/Extra-ordinary General Meeting
(ii) Atleast two weeks notice shall be given for convening the meeting. The amendments proposed to be taken up in meeting shall be circulated alongwith the notice for calling such meeting.
(iii) The Constitution shall stand amended, if at such meeting atleast 2/3rd of the members present vote for the proposed amendment.
(iv) The quorum for any such General meeting / Extra-ordinary meeting shall be 100 Regular / serving Life members.
(v) If the meeting cannot be held for want of quorum, it will stand adjourned for ten minutes and may be recalled by the President.
(vi) Atleast 75 members (Regular / serving Life) will form the quorum for the adjourned meeting and the Constitution will stand amended if atleast 2/3rd members present during the recalled meeting vote for the proposed amendment.
(vii) If the requisite number of members (i.e. 75) are not present even during recalled meeting, the meeting will stand cancelled. In such case a fresh notice shall be given for the meeting and the procedure mentioned at clause (ii) to (vi) above will be followed.
(viii) If even the reduced quorum is not available during the recalled fresh meeting, the proposals for constitution amendments will be put forth to Patron for his approval whose decision will be final.
(ix) Only in exceptional cases, the Patron will have full right to amend the Constitution of the Club by adding new clause(s) and/or deleting and/or changing the existing clause(s).
(x) In case of any dispute in matter of interpretation of Clause(s) of the Constitution of the Club, the interpretation of the President will be binding. Appeal against the decision will lie with the Patron whose decision in the matter will be final.
ARTICLE XVIII CODE OF CONDUCT
(i) All the members and their families are expected to follow various rules & regulations of the club and to maintain discipline and proper decorum in the Club. Any misbehaviour, fight or any other act of indiscipline on the part of the member or his family member is likely to be viewed seriously by the Managing Committee. In such cases, or if found guilty under the following clauses (ii), and/or (iii), the Managing Committee has full power to take any disciplinary action against the member including termination of membership.
(ii) Members concerned would be held responsible in case of any misbehaviour on the part of their Guests.
(iii) Any misappropriation of the accounts, funds or pilferage of the Club property would be subjected to strong disciplinary action by the Managing Committee.
(iv) Should any member have cause of complaint against any other member, he may bring the matter to the notice of the Managing Committee in writing, who after due enquiry, shall notify its decision to the members concerned.
(v) The decision of Managing Committee will be carried out on all matter pertaining to disputes/complaints/ disciplinary action/enquiries/misbehaviour/misappropriation etc. dispute arising out of Managing Committee decision will be resolved by the President. Appeal against the decision of the President shall lie with the Patron whose decision in the matter will be final.
ARTICLE XIX CEASATION OF MEMBERSHIP
(a) The membership of the member will cease under any one of the following circumstances:-
(i) As mentioned under Article VII (ii)
(ii) If the dues remain outstanding as stated under Article VIII (iv)
(iii) If the Managing Committee decides to terminate the membership under Article XVIII
(b) The membership of the dependent will cease under any of the following circumstances:-
(i) from the day when he / she is no longer residing with the member.
(ii) from the day his / her name is struck from BHEL medical token.
(iii) for children from the day of his / her attaining the age of 25 years.
(iv) as mentioned under Article XIX (a).
